Spotlight on the Thorburn Foster Family

Jessica Thorburn is a single foster parent in Bay County.  Jessica’s mother fostered when she was growing up and that along with her great sense of community lead her to become a foster parent as well. She has welcomed a wide range of kids with varying special needs and helped each to thrive.
